Objectives:

The objective of this project is to enhance the efficiency and the effectiveness of the decision making processes in the Supreme Council of Universities (SCU) in Egypt. This project will be financed through the ICTP projects, co-financed by the SCU, and will be supervised by a consultancy team.

This objective will be achieved by the development of a number of MIS applications and a set of supportive DSS modules. The Development of SCU Portal and a set of web services will guarantee the full integration between the SCU and the Egyptian Universities and will allow individuals and other institutions to access the forms and data provided to them by the SCU. The development of the SCU Electronical archiving system will further enhance the internal workflow and provide fast and ease access to the SCU documents.

Every member of the SCU will work from his office using a solid infrastructure of servers, state of art applications and services forming an integrated work environment that provide the integrated system with the right data needed. Such environment helps in improving :

  • process sequence
  • accuracy
  • capacity and monitoring

Decision makers at various levels have a great opportunity to utilize the provided data to create more accurate, valid, legible, complete, reliable and up-to-date data driven decisions. Such environment will improve the decision making process using various analysis and decision models.

The project will guarantee that all relevant backlog data will be entered into the system during the different phases of this project such that on the delivery date of the final product all relevant historical data will be in the system.

The developed integrated IS must – at minimum - satisfy the technical specifications outlined in details in the documents and all attached appendices which will be delivered to the rewarded IT company.

For assuring the sustainability of the different implemented systems, the project will establish an MIS unit in the SCU which will be in charge for managing and maintaining the systems.
